Sally Noma is the founding attorney of Noma Law Firm specializing in large loss property subrogation throughout California.  

Ms. Noma has been an insurance professional since before she was an attorney. She served as a Claims Adjuster, and then as an Education Consultant with a national insurance carrier, where she trained employees in Department of Insurance policies, procedures, and coverage provisions.

Spending nearly her entire legal career in the property subrogation space, Ms. Noma is both passionate about, and deeply experienced in California-specific subrogation issues.  She has litigated catastrophic water and fire losses on behalf of the largest property insurers throughout the state of California and is proud to have recovered hundreds of millions of dollars on behalf of her clients.

Ms. Noma is well respected for her ability to both provide creative legal analysis and advise clients of insurance-specific considerations beyond the subrogation aspects of a case. She understands the intersection between subrogation and other potential exposures, including bad faith, coverage, and public relations.

Ms. Noma is perhaps best known for her deep expertise with catastrophic wildfire losses.  Since 2009 she has litigated more than 20 large-scale wildfire matters.  This experience includes serving as liaison counsel in complex J.C.C.P. matters.  She has led strategy, alignment, depositions, and communications at the highest levels of subrogation litigation in California including the North Bay Fires which totaled over $10 billion dollars in losses. Since 2016, she has been rated as AV Preeminent by Martindale-Hubbell, the highest rating for an attorney for both ethical standards and legal ability.

As a self-professed “Subro Nerd” she is passionate about collaborating with clients to ensure there is a strong subrogation-focused culture at the claims level.  She is a member of Claims and Litigation Management Alliance serving on both the DE&I and Subrogation Committees.  She is a frequent speaker and sponsor of the National Association of Subrogation Professionals.

Ms. Noma is a graduate of the University of the Pacific, McGeorge School of Law with Order of the Barrister honors. She is a lifetime member of California Women Lawyers and the Charles Houston Bar Association and actively participates in several other legal organizations. In her spare time, Ms. Noma volunteers in her native Oakland, California, youth community.

Ms. Noma founded the firm to provide a modern alternative to legacy firms in the property subrogation space. She is motivated to look beyond “the way things have always been done” and to constantly evolve to meet client needs.
